The National Association of Primary Care (NAPC) welcomes the introduction of the 10-Year Health Plan as a vital step toward creating a more modern, innovative, and population health focused NHS. We are particularly encouraged by the plan’s commitment to the three shifts: hospital to community, treatment to prevention and analogue to digital.
As a member of the 10-Year Plan Partners Council, NAPC was proudly represented by Clinical Chair Dr Caroline Taylor during roundtable discussions. We are especially pleased to see the inclusion of the Community Health and Wellbeing Worker (CHWW) programme https://napc.co.uk/chww/ a key element in the long-overdue shift toward a Neighbourhood Health Service.
NAPC has long recognised the importance of addressing the wider determinants of health. We have championed, developed, and delivered both the Community Health and Wellbeing Worker programme and the Neighbourhood Health Service model over many years, and we remain committed to supporting their expansion as the 10-Year Plan is implemented.
The emphasis on Integrated Neighbourhood Working designed to meet the health and care needs of defined populations while dismantling organisational silos closely aligns with models NAPC has implemented nationwide. This approach represents meaningful progress toward realising the three shifts and improving population health outcomes.
We also welcome the plan’s strong focus on a modern, digital-first NHS. Aligning the healthcare experience of citizens and staff with the digital standards we expect in other areas of life, while embracing emerging technologies, is both timely and essential.
