In our recent webinar, Dr Caroline Taylor and Dr Andy Brooks led an insightful discussion on the NHS’s newly released 10-Year Health Plan, unpacking its vision, priorities, and implications for primary care. The session was conversational, engaging, and filled with practical reflections from two of the sector’s most respected leaders.
Initial Reactions to the Health Plan
Dr. Brooks shared his initial impressions of the health plan, describing it as more of a visionary framework than a detailed roadmap. He highlighted the plan’s strong emphasis on neighbourhoods—a notable shift from previous strategies—and its alignment with the three major shifts proposed by the new government and the Darzi review.
Neighbourhood Focus
Both speakers emphasised the central role of neighbourhoods in the plan. Caroline Taylor noted that this focus aligns closely with NAPC’s long-standing advocacy for neighbourhood-based care. She celebrated the plan’s positioning of primary care, especially GPs, as leaders of integrated local services and neighbourhood teams—a significant and welcome development.
Prevention and Population Health
The plan’s emphasis on prevention and population health was another key theme. Caroline and Andy discussed how this creates new opportunities for primary care to have significant impact on initiatives that address the wider determinants of health, such as mental health in schools, smoking, alcohol use, and employment. The inclusion of primary, secondary, and tertiary prevention strategies reflects a holistic approach to improving health outcomes.
Role of Pharmacy, Dentistry, and Optometry
Caroline Taylor highlighted the plan’s inclusion of pharmacy, dentistry, and optometry, noting reforms that will reshape these sectors. From clinical prescribing roles for pharmacists starting in 2026 to major contract reforms in dentistry and the integration of optometry into urgent care pathways, the plan envisions a more collaborative and comprehensive neighbourhood care model.
Leadership in Primary Care
Leadership in primary care was a recurring theme. Caroline and Andy stressed the importance of supporting leaders through programmes like NAPC’s Leadership Development Programme and the National Neighbourhood Health Implementation Plan. With NAPC already active in half of the 42 systems, the groundwork is being laid for successful implementation.
Digital Transformation
The speakers explored the digital ambitions of the plan, including AI scribes, ambient voice technology, and the NHS app. While these innovations hold promise, Caroline reminded attendees that getting the basics right—like reliable IT infrastructure—is essential. Andy also cautioned against digital exclusion, urging that technology be used to reduce, not widen, health inequalities.
Hospital to Community Shift
A thoughtful shift from hospital to community care was discussed, with Andy Brooks emphasising the need for careful planning to ensure services are not just relocated but genuinely improved. Redesigning outpatient services to integrate with primary care will be key to enhancing patient outcomes.
Immediate Actions and Future Planning
The first three – five years of the plan are critical. Caroline and Andy encouraged systems to engage with the National Neighbourhood Health Implementation Plan and begin building relationships and momentum. With upcoming funding cycles and electoral timelines, early action will be vital to the plan’s success.
In closing, Caroline and Andy urged participants to stay confident and collaborative. The health plan aligns with the direction many in primary care are already heading, and now is the time to harness that momentum.
