Commitment to Achieving Net Zero
NAPC Services is committed to achieving Net Zero greenhouse gas emissions by 2050.
As a membership, professional consultancy and support organisation, NAPC Services recognises its responsibility to reduce greenhouse gas emissions and support the UK’s transition to a low-carbon economy.
NAPC is an organisation focused on supporting the health and care workforce to improve the health of the population. Climate change, lack of access to green or blue spaces and the pollution associated with this has a measurable impact on the mental and physical health of the population. Without Planetary Health there cannot be population health. NAPC’s commitment to sustainability, net-zero healthcare and planetary health is delivered in two ways:
- Operationally – through the way that we work largely virtually (unless the client as in this case specifies otherwise) with no permanent office, keeping travel to a minimum when it is absolutely necessary and as a paper-free workplace. We recognise that many contracts require face to face working but where possible we keep other meetings virtual where it is appropriate to do so. Most of our programmes run as hybrid programmes with a mix of face to face and online events but some even large training and development programmes are entirely virtual.
- Though Leadership and Advocacy – Since 2023, and now for the lifetime of the organisation, is a commitment to supporting the net-zero agenda in healthcare through a focus on Planetary Health as a fundamental part of population health improvement, health creation and, especially in urban areas, has a measurable impact on demand in the practice. We look to work with clients to inject practical Planetary Health thinking into the way this work is delivered. Our work on this actually dates back to 2018 with the promotion of Green Social Prescribing through our Primary Care Home Community of Practice.
Although as a small, not-for-profit, we are not resourced to routinely measure this the level of transition to virtual working means that we must have reduced our carbon footprint as an organisation by more than 75% since 2019. As part of our policy drive in this area we are looking at further carbon offsetting or net-negative approaches.
Where our work requires face to face working we work with our Staff and Faculty to encourage:
- Active travel before inactive travel
- Public transport rather than car travel
- Trains rather than planes
- Combining visits that are nearby each other to avoid backward and forward travel
Adhering to these principles is made more possible by the geographical coverage of our Faculty who are spread across England necessitating less travel for face to face meetings. We have team capacity resident in every region of England.
Our Carbon Reduction Plan outlines our current emissions footprint and the actions we will take to reduce emissions in line with government procurement guidance.

Emissions Profile
NAPC Services operates primarily through a remote and digitally enabled model, with staff working largely from home locations. As a consultancy delivering training and improvement programmes across the UK, the majority of emissions arise from business travel associated with client engagement.
Approximately 100 client visits are undertaken each month across staff and associates, equating to approximately 1,200 visits annually. These journeys are typically undertaken via a combination of rail and car travel.
Scope 3 emissions include:
- business travel to client sites
- employee commuting where required
- waste generated in operations
- upstream transport related to purchased goods and services.
NAPC Services does not operate company vehicles and has minimal direct fuel consumption, resulting in negligible Scope 1 emissions.

The reduction compared to the baseline reflects an increased use of virtual programme delivery and remote engagement, reducing the number of required site visits.
Travel Emissions Calculation
Estimated business travel emissions are based on approximately 100 client visits per month (around 1,200 visits per year) undertaken by staff and associates.
For calculation purposes we assume:
- Average return journey distance: 100 km
- Mixed transport types (car and rail)
- Emission factors aligned with UK Government conversion factors.

These figures represent an estimate of emissions associated with business travel required to deliver consultancy and programme support services.
Emissions Reduction Targets
To continue progress toward Net Zero, NAPC Services has adopted the following targets:
- Reduce operational emissions by 25% by 2030 compared with the 2025 baseline.
- Continue expanding virtual delivery of consultancy and training programmes to reduce travel emissions.
- Encourage low-carbon travel choices, including rail travel and public transport.
- Improve data collection to monitor travel emissions more accurately.
Carbon Reduction Projects
NAPC Services has implemented several initiatives to reduce environmental impact.
Current initiatives
- Delivering a significant proportion of consultancy and training virtually.
- Operating a remote-first working model, reducing commuting requirements.
- Using digital materials and online collaboration tools to minimise printing.
- Careful scheduling of site visits to minimise travel where possible.
Planned initiatives
To further reduce emissions, NAPC Services intends to:
- prioritise rail travel over car travel where practical
- continue expanding virtual programme delivery options
- cluster client visits geographically to reduce travel distances
- encourage the use of low-emission transport options for staff and associates
- review suppliers and procurement choices to improve environmental performance.
Carbon Reduction in Contract Delivery
When delivering public sector contracts, NAPC Services will take steps to minimise carbon emissions by:
- delivering meetings, workshops and support sessions virtually where appropriate
- minimising travel by coordinating site visits efficiently
- encouraging sustainable travel choices
- using digital documentation and resources wherever possible.
These measures ensure that environmental impact is minimised during contract delivery.
Declaration and Sign-Off
This Carbon Reduction Plan has been completed in accordance with the requirements set out in Procurement Policy Note 06/21 and associated guidance.
Emissions have been reported and recorded in accordance with the GHG Reporting Protocol Corporate Standard.
This Carbon Reduction Plan has been reviewed and approved by the senior management of NAPC Services.
